he swoops he strikes he flies but he missed

Bald Eagle strikes the water and misses in a fishing venture in Hood Canal
Kitsap Peninsula, Puget Sound, Washington

If you caught something every time you went fishing it would instead be called "catching". This bird was fishing along the shore and as an immature, was unsuccessful in catching much more often than the adults. Had he/she been successful in catching, then the next step was keeping his capture from being captured by another eagle, perhaps one of the adults who could have caught its own but stole because it was just easier and kept the youngsters humble for a while longer.
